Carolyn Kubitschek has been a major force in family law
for over fifteen years. In 1981, while working at MFY Legal Services in New
York City, she established for the first time the liability of the state and
foster care agencies for abuse suffered in foster care in Doe v. DSS,
649 F.2d 134 (2nd Cir. 1981). From 1990 to 1991, she served as Co-ordinator of
Family Law at Legal Services for New York. Since entering private practice in
1991, she has continued her legal advocacy, successfully challenging New York
State's Central Register in Valmonte v. Bane, 18 F.3d 992 (2nd Cir.
1994), and winning a ban preventing case workers from strip searching children
without consent in Tenenbaum v. Williams, 862 F.Supp., 962 (E.D.N.Y.
1994). She has appeared on Nightline, Court TV, and New York 1 News as
an expert on family law.
